Members of Mali’s military arrest president and prime minister, raising fears of second coup

DAKAR, Senegal – Members of the Malian military arrested the country’s acting president and prime minister Monday, regional officials said, raising the specter of a second coup d’etat in nine months and drawing a fierce rebuke from the African Union and others in the international community.
