The 1994 Rwandan genocide has been framed as a genocide against Tutsis. What gets lost in the conversation is that sympathetic Hutus were victims as well. In this report, the UK argues the framing of the genocide as against Tutsis neglects the experiences of moderate Hutus who were victims as well.
More than 800000 people were killed in three months many of whom were Tutsis. Does the inclusion of moderate Hutus who were victims in the language that describes the genocide appropriately describe the genocide? The Holocaust has come to be known as the extermination of Jews but other minority groups were targeted as well. How is the framing of the Holocaust different from the Rwandan genocide?
